From President Clinton to President Joe Biden's Update
Made-for-Television Dialogue
In February of 1994, U.S. President Bill Clinton issued Executive Order 12898. Its purpose was to focus
federal attention on the environmental and human health effects of federal actions on minority
and low-income populations with the goal of achieving environmental protection for all communities.
Nearly 30 years later in April of 2023, current President Joe Biden issued Executive Order 14096-
"Revitalizing Our Nation's Commitment to Environmental Justice for All." Biden's Executive Order
directs the Federal Government to build upon and strengthen its commitment to deliver
Environmental Justice to all communities across America through an approach that is informed by
scientific research, high-quality data and meaningful federal engagement with communities with
Environmental Justice (EJ) concerns.
When viewed as two related actions taken decades apart, the Executive Orders provide insight and
context for the EJ movement over time. They prompt a series of questions, including:
What is Environmental Justice? How has the definition of EJ evolved over time? How has our nation
shifted its priorities to ensure a level playing field when it comes to environmental protection
and health? What federal and/or grassroots EJ initiatives have worked? How may we assure
that all Americans share equally in the global clean energy revolution by encouraging movement
away from such outdated and unhealthy household fuels as coal, kerosene, and wood?
